I just finished watching a documentary about the New York Department of Sanitation, and I am wondering about this:

You pay a fine of $300 if you put stuff in front of your store more than three feet into the street, but if your religion demands you pile rubbish in the street and set it on fire, the city will send men to wait until you're done, douse the fires, and cart the ashes away.
